How to Raise Environment Level in Pokopia
Each area has its own Environment Level. Start in the area whose shop or story request you want to unlock; improving a different town will not raise the number shown on this town's PC. The practical loop is to find residents who need help, improve their homes, and build habitats that bring in more Pokemon.
Quick answer
Open the local Pokemon Center PC and press Minus to inspect resident Comfort Levels. Help a resident with low comfort, check its preferences in the Pokedex, then return to the PC to review the result. Add new habitats while working toward the local rebuilding-kit requirement.

Read the Environment Level at the top of the local PC screen. Use its resident list to identify low-comfort or homeless Pokemon.

Ask a resident about its comfort. Check the far-right Pokedex tab for its preferred furniture, food, and environment before spending materials.

Fulfil the specific request in that Pokemon's home or habitat. Match lighting, shelter, or furniture to the resident instead of placing random decorations across town.

Build another habitat from a Habitat Dex hint and befriend the Pokemon it attracts. Keep existing homes usable while you expand.

Revisit the PC and compare comfort entries. Claim completed Challenges for Life Coins, then check whether the local shop has unlocked the item you need.

If the level drops or stops moving
Recheck residents after moving homes or changing the weather. A home that looks better to you may no longer suit its occupant. Fix a missing home or an explicit comfort complaint before redesigning the whole area.
